Variation in application runtime

Some users have reported variation in application runtime while Hopper is running in production mode with many applications running concurrently. NERSC also sees runtime variability in some benchmarking codes. NERSC is exploring the causes of runtime variability hypothesizing it could be caused by the placement of an application across the network, contention for resources or a from a particular mix of jobs on the system.
