Serial queue on Carver/Magellan

There is now a batch queue available on Carver/Magellan for serial jobs. This queue has the following characteristics:

1) The name of the submit queue is "mag_serial".

2) It has a 24 hour walltime limit.

3) It has a user run limit of 40.

4) Up to 8 jobs can share a node.

5) Users are charged on a per-core basis, rather than the per-node (8 cores) charging of other queues.

6) 40 48GB Magellan nodes are dedicated to mag_serial.

7) As with other Magellan queues, this resource is available to Carver users as part of the Magellan workload characterization effort. Jobs in mag_serial may sometimes be held to allow other Magellan activities to proceed.
