The DOE should set its sights on utilizing the elements of technology discussed above to form the efficient coordinated heterogeneous distributed system described below. The budget and other limitations such as our limited ability to predict the technology and arrangements for high speed digital communications will preclude our achieving this goal. The strategy, see above, outlines a path toward this goal that will reduce risk and provide suitable services in the transition.
