discounted charging for Seaborg jobs run on 512 or more processors

Dear NERSC users,

Effective today Seaborg jobs run on 512 or more processors and submitted 
to the "regular" class will be discounted and charged 50% of the regular 
charge.  If the discount rate is changed (or if the discount is removed) 
a week's notice will be given.

Users who have not yet scaled to 512 processors are encouraged to do 
so.  You may request consulting assistance for this: consult@nersc.gov.
