increases in Seaborg allocations

Greetings Seaborg users and PIs,

DOE plans to allocate the rest of FY 2004 Seaborg time in February.
Meanwhile DOE has allocated a sixth month's worth of time to most 
repositories (repositories with no usage or very little usage did not 
receive increases).  This so called "March time distribution" was
proportional to the amounts allocated to date in DOE Base and SciDAC
repositories.
