Greetings Seaborg users,

DOE will be allocating the rest of FY 2004 Seaborg time in January.
Meanwhile DOE has allocated a fifth month's worth of time to most 
repositories (repositories with no usage or very little usage did not 
receive increases).  This so called "February time distribution" was
proportional to the amounts allocated to date in DOE Base and SciDAC
repositories.
