disk limits on killeen batch queues

Greetings NERSC PVP User,

Last weeks, /tmp on Killeen was successfully expanded to over 330GB.  
I would like to extend our sincere gratitude to those users who 
reduced their usage of /tmp prior to the change; it really helped us 
minimize the cluster-wide downtime.

As a result of this change, we have increased the per-process and
per-request disk space limits for the st_80 and st_256 batch queues
on Killeen to 40GB.  This is double the previous limit, but is still 
only half the limit on the batch-only machines.  Because interactive
work tends to use significant amounts of /tmp, we will closely monitor
the impact of this batch system change.

Users can help us maintain a flexible, usable I/O environment on Killeen
by actively managing their file usage in /tmp.  Files that will not be
accessed for a couple days should be stored in HPSS and then removed
from /tmp.  As always, our goal is to provide a lifetime of at least 14
days for files in /tmp.
