Additional Loadleveler Queue Draining

Dear NERSC SP user,

Unfortunately,  Loadleveler problems have reoccurred  and it is once
again necessary to drain the queues on gseaborg.

Again, all running jobs will run to completion but queued jobs will be
lost.  /etc/motd on gseaborg will be updated when it is possible to
resubmit jobs.

Apologies for any inconvenience caused.
